Dale Blotter

Dale Blotter is a Principal Consultant with Impact 21 Group with over 20 years of petroleum industry expertise. He is an accomplished professional with strong and extensive background in dealing with all facets of electronic payment programs including operations, card marketing, financial performance, strategic planning and technology. He has demonstrated leadership in project management, P/L responsibilities, complex contract negotiations and cost-containment initiatives with the ability to problem solve and interface with diverse external parties at the contractor, supplier, and regulatory levels.

Dale's professional background includes assignments with the former ARCO Pay Point subsidiary where he managed all third party PIN debit and credit card operations and associated payment network relationships including compliance with all network pin encryption requirements and rules. He also served as PayPoint's Controller responsible for their accounting, financial analysis, performance reporting, risk analysis, and contract administration.

Working for BP's US Retail Programs Group, he was the Manager responsible for all third party bankcard operations and vendor relationships associated with the US retail network's payment processing activity. Through work with the Merchants Payments Coalition, he is very knowledgeable of the intricacies of interchange qualification and aware of new emerging lower cost payment methods.

Following his tenure with BP, Dale was a consultant with W. Capra Consulting Group. He helped several retail petroleum organizations in efforts to assess the loyalty landscape including; existing programs, competitor programs, loyalty vendors and POS investment implications. This work included developing and executing a framework for assessing and communicating the strategic options available with a recommended course of action. He has also assisted with the initial stages of implementation including the identification and selection of qualified vendors and the identification of recommended changes to systems and processes needed to support the strategy.
